A previously law-abiding man who savagely bashed two police officers with a baseball bat in an unprovoked attack was pushed over the edge by Victoria’s brutal lockdown

Wild footage shows the moment Victorian cops were forced to fight off Steven John Cleary, who came at them with a baseball bat in protest over Victoria’s mask wearing mandate during last year’s Covid lockdowns.

Senior Constable Rowan Baldman and Constable William Ringin bravely fought off the crazed offender – who claimed he was ‘king of Australia’ in hand-to-hand combat despite the clear risk to both of their lives. 

The officers have since quit the force unable to get the past the horror attack. 

Shocking footage released in the County Court of Victoria on Wednesday captured Cleary charging at the officers with the bat, which had been sheathed in a black bag, in Warrnambool on the state’s southwestern coast on October 9 last year.

Cleary was sentenced to three years and two months in jail, with a non-parole period of one year and 10 months. 

The 51-year old, who appeared in court via videolink wearing a near identical white t-shirt to what he wore during his rampage, has already spent 287 days behind bars. 

The court heard Cleary had spent a law abiding life up up until he was placed under Victoria’s harsh lockdown conditions during 2020. 

Cleary believed he was not only Australia’s king, but that of Norway and other lands across the world.

Judge Anne Hassan said the mentally troubled Cleary had long believed in various conspiracies involving the government, authorities and the CIA. 

In 2020, when Victoria Premier Daniel Andrews ordered police to enforce mask wearing and social distancing laws, Cleary was convinced his beliefs had all been correct. 

‘It seems the best explanation for your offending was that your paranoia and delusional thinking ran rampant during the period of the Covid 19 restrictions and you perceived that your beliefs about the decline of Australia and the illegitimacy of the police had finally come to fruition,’ Judge Hassan saids.

The court heard Cleary, who refuses to be medicated, maintained he was the king of Australia even after his dramatic arrest, telling a psychiatrist police had set him up and that they had no authority to arrest him.

In tragic victim impact statements, the court heard the two officers he had assaulted could no longer work as cops because of the trauma he had caused them. 

Senior Constable Baldman, who was repeatedly bashed over the head with the baseball bat, feared he was going to die. 

To this day he still feels anxious, hyper vigilant and feels the attack had changed the course of his life. 

Constable Ringin, who busted Cleary’s jaw and removed four of his teeth after disarming him, said he relived the incident every day. 

The once confident policeman said he was now a ‘broken man’ and could no longer do his ‘dream job’ because it reminded him of ‘the worst day in his life’. 

While Judge Hannan accepted Cleary was seriously mentally ill, she condemned him for the ‘vicious’ attack on the two dedicated police officers. 

‘It is intolerable that police carrying out routine duties, in broad daylight, on public streets are set upon and subjected to violence of this magnitude,’ she said. 

‘Further it is intolerable that members of the public witness such horrific violence erupting on their streets and in their community.’

Judge Hassan described the attack on police as ‘vicious’. 

‘It is sickening to watch Senior Constable Baldman subjected to your repeated blows,’ she said.

Cleary had taken on the cops after a boy called him on a walkie talkie during a routine stop. 

‘This is 3-7-7. I’ve got a couple of coppers over here. They are trying to intimidate me. I’m in Megennon St. Come down,’ he tells Cleary. 

When Cleary arrived at the scene he is seen telling the boy to go home. 

As police tell Cleary to back down, the teen grabs at Constable Ringin’s gun, causing all hell to break loose.

Crouched in the foetal position, Clearly repeatedly belts him in the head. 

Worried his partner is about to be killed, Constable Ringin charges at the brute, who bashed him several times before being disarmed. 

As the fight continued, police allege Cleary managed to grab a discarded Taser and fired it into Constable Ringin’s ballistic vest as he rushed toward him.

The officer managed to strike Cleary at the same time, which caused him to go to ground still clutching the weapon.

Cleary was still holding the Taser when Constable Ringin deployed OC foam directly into his face in an effort to disarm him. 

Upon being cuffed, Cleary muttered: ‘Gentleman. I am the King. Get your hands off me. I am the King. You are a Roman Dog and this is an act of war. He stated “in the name of Lord Jesus Christ, I command you to get off me”.

‘In the name of Lord Jesus Christ, I command you to get off me.’ 

Senior Constable Baldam suffered injuries to his body that required plastic surgery. 

Cleary was taken to hospital and then jail, where he has remained since. 

The brazen thug pleaded guilty to three charges, including assaulting a police officer, affray and intentionally causing injury. 

The teen, who cannot be identified, is expected face charges in a Children’s Court.
