It has been a meteoric rise for Cotter, who started life at the Cowboys as their backup hooker behind premiership winner Jake Granville.
He reinvented himself as a middle forward in the off-season and despite his size, has developed a reputation as one of the best defenders in the competition.
In just 10 appearances this past season he has made 395 tackles at an efficiency rate of 97 per cent.
